CONCORD, WALNUT CREEK & SACRAMENTO, Calif. — Voters across California's 52 congressional districts are casting ballots on Tuesday, November 3, 2026, in a slate of U.S. House of Representatives contests reshaped by last year's approval of Proposition 50, the ballot measure championed by Governor Gavin Newsom and congressional Democrats that redrew 5 Republican-held California districts in response to mid-decade redistricting in Texas and other Republican-led states.
East Bay Congressional Contests: District 10 (DeSaulnier vs. Frese) and District 14 (Wahab vs. Hernandez)
As reported by KCRA 3, East Bay voters are deciding 2 closely watched congressional races on Tuesday:
- California's Congressional District 10 (Contra Costa County): Incumbent Democrat Mark DeSaulnier, who has represented Concord, Walnut Creek, and central Contra Costa County in Congress since January 2015 after serving on the Concord City Council, Contra Costa County Board of Supervisors, and California Legislature, is defending his seat against Republican challenger Jeff Frese, a Moraga small-business owner campaigning on an 8-year congressional term limit, lower energy and housing costs, and voter identification requirements.
- California's Congressional District 14 (Alameda & Tri-Valley): Two Democrats—incumbent Representative Aisha Wahab, a former Hayward City Councilmember and state senator who narrowly defeated Melissa Hernandez in an August special election and was sworn into Congress in September, and Hernandez, president of the BART Board of Directors and former Mayor of Dublin—are facing off again for a full 2-year term.
Proposition 50 Redistricting Battles Across Northern, Central, and Southern California
According to CBS Sacramento and KCRA 3, several of the nation's most competitive U.S. House contests are unfolding in California districts redrawn under Proposition 50:
- District 1 (Northern California): Republican incumbent Representative James Gallagher faces Democratic State Senate President pro Tempore Mike McGuire in a redrawn Northern California district stretching from the North Coast into the Sacramento Valley.
- District 6 & District 7 (Sacramento Region): In the redrawn District 6, Republican Representative Kevin Kiley is defending his seat against Democratic former State Senator and pediatrician Dr. Richard Pan. In the neighboring District 7, longtime Democratic Representative Doris Matsui faces fellow Democrat and Sacramento Vice Mayor Mai Vang.
- District 22, District 40 & District 48 (Central Valley & Southern California): In the Central Valley's District 22, Republican Representative David Valadao faces Democratic educator Randy Villegas. In Southern California, Proposition 50's new lines drew Republican Representatives Young Kim and Ken Calvert into the same District 40 primary earlier this year, while San Diego City Councilmember Marni von Wilpert (Democrat) and San Diego County Supervisor Jim Desmond (Republican) are competing in the redrawn District 48.
