Caltrans District 4 maintenance engineers and paving contractors launched a $14.2 million pavement rehabilitation and safety resurfacing initiative on Monday night along State Route 4, initiating multi-week overnight lane closures between Pacheco and Loveridge Road in Pittsburg. The critical infrastructure project will mill and replace weathered asphalt, repair seismic bridge expansion joints, and install high-visibility thermoplastic lane striping across more than ten miles of heavily traveled freeway.

Caltrans construction managers explained that operations will occur exclusively during overnight hours between 9:00 PM and 5:00 AM on weeknights to minimize disruptions for the corridor's 140,000 daily commuters. At least two travel lanes in each direction will remain open throughout paving operations, though intermittent on-ramp and off-ramp closures will be enforced at Solano Way, Port Chicago Highway, and Railroad Avenue. California Highway Patrol officers will provide targeted speed enforcement through construction zones.

Municipal leaders from Concord, Martinez, and Pittsburg welcomed the state investment, noting that winter storms over the past two years had created hazardous potholes and pavement ruts along outer truck lanes. The new rubberized asphalt concrete overlay utilizes recycled vehicle tires, providing a smoother ride, dampening freeway tire noise for adjacent residential neighborhoods, and significantly improving wet-weather traction during approaching winter rains.

East Bay transportation authorities noted that the project also coordinates with County Connection bus transit planners to ensure night commuter routes experience minimal delays. Once completed, the resurfaced roadway is projected to provide maintenance-free durability for the next twelve to fifteen years.

Motorists, transit operators, and commercial freight carriers can check real-time road conditions, overnight closure schedules, and detour maps online through Caltrans QuickMap at quickmap.dot.ca.gov or dot.ca.gov. Public inquiries and feedback regarding Highway 4 project phases may be directed to Caltrans District 4 Public Information Monday through Friday between 8:00 AM and 5:00 PM at (510) 286-4444. All major paving operations along the central corridor are slated for completion before Thanksgiving.
