Hayward, California, United States — Hayward City Council closed session meeting scheduled October 20, 2026

The Hayward City Council has scheduled a formal closed-session meeting for Tuesday, October 20, 2026, at Hayward City Hall on B Street in Alameda County. In accordance with municipal governance procedures and state open-meeting requirements, a dedicated public comment period will be held at the beginning of the session before elected officials adjourn into closed deliberations. Following the conclusion of public testimony, the remainder of the council session will be closed to the general public.

Community members who wish to share feedback with council members regarding items listed on the closed-session agenda have multiple avenues for participation. Written public comments may be submitted electronically through the municipal eComment portal or sent via email to the City Clerk department no later than 3:00 PM on Tuesday, October 20. Submissions received before the afternoon cutoff are distributed directly to the mayor, council members, and administrative department officials prior to the start of the meeting.

Residents who prefer to deliver live spoken remarks during the opening comment window may attend in person inside Conference Room 2A at Hayward City Hall or connect remotely via the official Zoom webinar link posted on the agenda. Providing hybrid participation options ensures that working families, neighborhood association board members, and local business owners across Hayward, Castro Valley, and San Leandro can engage with municipal decision-makers without travel barriers. Clear audio and time limits are enforced by the presiding official to ensure orderly testimony.

To ensure equitable access for all East Bay residents, the City of Hayward provides disability-related accommodations and professional language translation services upon request. Community members requiring sign language interpretation, assistive listening devices, or non-English translation support must notify the Office of the City Clerk at least 48 hours in advance of the scheduled session. This advance notice window allows municipal staff to coordinate certified interpreters and technical support for the council committee room.

The complete Tuesday, October 20 closed-session agenda, along with eComment instructions and teleconference access credentials, is available for public inspection on the municipal website at hayward-ca.gov. Any reportable actions taken by the Hayward City Council during the closed session will be publicly announced by the city attorney or city clerk in accordance with statutory disclosure mandates. Residents seeking additional procedural assistance can contact the City Clerk office at (510) 583-4400.
