The Concord City Council is considering a $780,242 preconstruction and construction management contract Tuesday evening as part of a consolidated $17.4 million renovation of the Concord Police Department headquarters and Emergency Operations Center at 1350 Galindo Street, according to Claycord.
Completed in 1996, the three-story, approximately 65,000-square-foot building houses roofing and mechanical equipment that city staff report have exceeded their estimated service life.
Scope of the $17.4 Million Consolidated Renovation
Included in the two-year capital budget adopted by the City Council in June 2026, the $17.4 million project combines seven previously separate improvement projects into a single capital program funded by Measure Q and Measure V revenues alongside anticipated grants and financing.
Planned upgrades at 1350 Galindo Street include:
- Replacing the building’s roof, three air handling units, two chillers, two boilers, chilled water circulation equipment, variable air volume units, and fan coils.
- Potential exterior building repairs, painting, IT server cooling upgrades, and refrigeration replacement.
Cumming Group Contract and Phased Occupied Construction
During Tuesday’s 6:30 p.m. regular meeting at Concord City Hall, councilmembers are reviewing a professional services agreement with Cumming Group, which operates an office in Walnut Creek, for preconstruction and construction management services in an amount not to exceed $780,242 through Dec. 31, 2028, with an option for a one-year extension. City staff evaluated statements of qualifications from seven firms and interviewed three finalists before selecting Cumming Group.
Councilmembers are also considering transferring approximately $1.53 million in remaining balances from the seven existing project accounts into the consolidated renovation budget to streamline administration. Because the Galindo Street building houses active police operations and Concord’s Emergency Operations Center, the facility must remain occupied throughout construction using phased work schedules, temporary climate control systems, and security protocols.
